Mumbai Metropolitan Region Development Authority (MMRDA) is anticipated to take the lead in transforming the outer reaches of MMR.

Mumbai: Mumbai, Navi Mumbai, and now, strategically addressing the expanding demands of the Mumbai Metropolitan Region (MMR), the state government has authorized a plan to create a new metropolis known as the Third Mumbai.' The goal of this ambitious project is to cater to the growing population of the area with improved housing, transportation options, and infrastructure.

The planned metropolis would be heavily connected to Mumbai via the Atal Bihari Vajpayee Sewri-Nhava Sheva Atal Setu, sometimes referred to as the Mumbai Trans Harbour Link (MTHL), and will be centred around the future Navi Mumbal International Airport.
